On the issues of registration of foreign citizens and stateless persons in the territory of the Kyrgyz Republic

Procedure for registration of foreign citizens and stateless persons in the authorized body in the field of population registration

Registration of foreign citizens and stateless persons enrolled in educational institutions of the Kyrgyz Republic is carried out for the duration of the study visa for foreign citizens of countries that have a visa-free regime-for one academic year, provided that the following documents are provided:

• application of a foreign citizen or a stateless person, issued by an employee of the authorized state body in the field of population registration;
• the application of the educational institution, certified by the seal, indicating the address of residence in the hostel. If students live outside of the educational institution, the registration of students is carried out on the general basis of registration of foreign citizens or stateless persons;
• a power of attorney for the right to file a petition on behalf of a legal entity or individual, if a representative applies;
• passport of a foreign citizen or a stateless person or other identity document, unless otherwise provided for by international agreements that have entered into force in accordance with the procedure established by law, to which the Kyrgyz Republic is a party with a valid corresponding visa;
• receipt of payment of the state fee.

The submitted documents specified in this paragraph are scanned for entry into the automated information system, the original documents are subject to return to the applicant.

Registration of foreign citizens and stateless persons is carried out at the address specified in the application of the receiving party. The application of the receiving party must indicate the actual addresses of the place of residence of the specified persons.

If the receiving party applies for registration of a foreign citizen or a stateless person at the address of the residential premises, the owner of which the receiving party is not, a notarized consent of the owner of the residential premises or a notarized power of attorney confirming the powers of his representative is required.

The validity period of registration of citizens of the Russian Federation, the Republic of Kazakhstan, the Republic of Tajikistan, the Republic of Armenia, the Republic of Belarus, Georgia, the Republic of Azerbaijan, the Republic of Moldova, the Socialist Republic of Vietnam, the Republic of Cuba and the Democratic People′s Republic of Korea is considered terminated if the period of their departure from the Kyrgyz Republic is more than 30 calendar days.

List of sran visa-free and visa-free regimes:

Visa-free regime

Citizens are exempt from obtaining a visa to Kyrgyzstan for an unlimited period of time

Citizens can stay in Kyrgyzstan for 90 days without a visa

Mongolia and Turkey.

After arriving in the Kyrgyz Republic, citizens of foreign states and stateless persons, with the exception of citizens of the countries specified in the list (the List of foreign States indicating the terms of exemption of foreign citizens and stateless persons arriving in the Kyrgyz Republic from registration at the place of stay in authorized state bodies, as well as in hotels) are required to register at the place of stay within 5 working days from the date of arrival.

Countries whose citizens can stay in Kyrgyzstan for 60 days without a visa:

Malaysian citizens can stay in Kyrgyzstan for up to 30 days without a visa.

I. What documents are required to receive a letter of application from the university:

• If the student lives in a university dormitory: 

1) A certificate from the building′s commendant (that he lives there).

2) A certificate from the faculty (that he is studying there).

3) Passport of a foreign student.

• If the student lives in private sectors (private houses and apartments): 1) a certificate of residence from the house committees or from the quarterly committee. 2) a certificate from the faculty (that he is studying). 3) Passport of a foreign student.

II. What documents are required for registration in the public service Center (PSC):

If the student lives in a university dormitory: 

1) A letter of application from the university. 

2) A certificate from the faculty (that he is studying). 

3) Passport of a foreign student.

If the student lives in private sectors (private houses or apartments): 

1) a letter of application from the university. 

2) A certificate from the faculty (that he is studying). 

3) Passport of a foreign student.

4) The technical passport and the application of the person who provided the citizen with the residential premises on the basis of which the registration is carried out, the presence of the owner or a notarized permit for registration.

Note: Students of the Republic of Uzbekistan can receive a letter of application if they live in OSH State University dormitories or have a study visa!

Electronic registration:

A foreign citizen and a stateless person, as well as the receiving party, may undergo the registration or renewal procedure on the website of the authorized state body in the field of population registration in order to register or renew registration with the authorized state body in the field of population registration.

 What you need to know about a visa:

The Ministry of Foreign Affairs of the Kyrgyz Republic has launched an electronic visa portal to facilitate the procedure for obtaining visas of the Kyrgyz Republic.

"Electronic visa" is a system that allows citizens of foreign countries to obtain visas of the Kyrgyz Republic via the Internet, without the need to apply to diplomatic missions or consular offices of Kyrgyzstan abroad.

Those interested can get a short-term visa by making 2 simple steps: fill out an online application and make a payment.

An electronic visa does not require more information than a regular visa application and guarantees the same rights to enter the territory of the Kyrgyz Republic as a regular visa in a passport.

Obtaining an e-visa has many advantages. You do not have to visit and submit documents to a foreign institution of the Kyrgyz Republic.

All you need is the Internet, a credit / debit card to make the payment, and scanned copies of your documents.

Your travel document must be valid for at least 6 months after the visa expires.

The visa application processing period is 3 working days.

A study visa (type "S") is issued to an applicant entering the Kyrgyz Republic for training.

A study visa (type "S") with the option "for applicants" is issued to the applicant-for admission to educational institutions of the Kyrgyz Republic. This visa is a short-term one.

A study visa (type "S") with the option "for students" is issued to the applicant for long-term study at an educational institution in the Kyrgyz Republic.
